There are a number of possible answers:

1. Jospeph said to Pharoah that God repeated the dream because it was going to happen soon.

2. You did not get the message and God repeats it so that you can get a clearer answer.

3. You may be tormented by a demon or evil spirit that is penetrating your dream world and needs to be bound.

4. It can be an emotional dream that causes it to be repeated every time you are in a particular circumstance which triggers an emotional response. This is necessary to deal with the issue causing the emotional response and to receive healing. 

Let me quote from my book. Prophetic Revelations of Numbers This number can be regarded as a number with common agreement as it is literally in the beginning [where numbers start], the first, the most important, the winner or the best. This number can not be divided and therefore signifies unbroken unity [like God, who can not be divided]. From a symbolic perspective it can also carry a warning of independence from others [depending on own skills and wits to survive]. Unity:- Symbolic It symbolizes a union (Gen 2:24). Undivided and in unity, one united body (Eph 2:15-16, Gal 3:28, Gal 6:1). A marriage, covenant or uniting agreement (Eph 5:31; Gen 22:2, Gen 22:12, 16, Judg 11:34, Ps 22:20, Ps 25:16, Ps 35:17, Ps 68:6, Prov 4:3, Jer 6:26, Amos 8:10, Zech 12:10). Showing that there are no differences of opinion. Complete harmony. Shows that people are in agreement with the Holy Spirit [United in Spirit] (Ephesians 4:4-6). It shows the absence of conflict. Beginning:- Symbolic Beginning [to be first] (John 17:22b). It can represent an important person [the one] (Gal 3:16, Rev 1:3). It can also point to the beginning or origin [source] of something (Gen 1:1, 2 John 1:5). Beginning of a business or a ministry (John 17:6-17, Gen 1:5, Gen 2:11, Gen 2:21). It presupposes that everything begins with God and therefore whatever you begin, must start with seeking the Kingdom of God (Matt 6:33). Uniqueness:- Spiritual It can also represent the one and only God (1 Tim 2:5, Gal 3:20, Eph 4:4-7, Ex 20:3). Shows that you need to glorify God alone (Rom 1:16). It also refers to the Supremacy of God (Zech 14:9, Ex 20:3, Matt 6:33). This number can also refer to the foundation of all Truth, which is the Word of God (Is 44:6, Is 48:12,13, Is 43:10,11, Rev 1:11,17, 2:8, 22:13). Single-mindedness:- Natural Can show that the person is focused and single-minded (Phil2:2). Independence:-Caution Can point to a foolish and independent person, not needing assistance from anyone (Prov 15:12, Prov 18:1). This independence can point to rebellion in a person seeking to be independent of God, thus making himself equal to God,which is a sin. Evil One:- Caution In a negative sense it can represent the evil one [one who is of the darkness] (1John 4:6, 1John 3:12). Seen Martin
